This week, WoW's latest expansion's alpha testing started and content creators started to post videos of the new Xpac feature, dragon flying. Not impossible but probably not trivial. It would make interactions between mentors/mentees better, especially if one is a FTP player. Perhaps a new mount specifically for multi passengers would work better. I've used a 2 player mount in another MMO. It worked but it didn't look pretty.You'd see the other player's character all over the place
For the Skycale you need SotO or LW Season 4, while for the Griffon you need PoF. The wiki should easily tell you their unlock conditions. OyUSw7. Edit: Two-seater mounts have never been about additional mechanics or controls, but about the ability to ride together. Even better: one steers and one decides when to move forward. So basically a worse "Twitch Plays". Praise Helix. One controls the mount movement and the other one controls the mount abilities.

Save it for last, unless you really want a 2-person mount with cannons. Griffon is an absolute blast once you get the hang of flying. It's far and away the fastest mount in the game, and you can pull off some really fun and fancy maneuvers in the process. Skyscale is arguably the "best" mount, simply by sheer practicality.
